Combine cake mix with wine and oil. Mix until incorporated. Mix in eggs one at a time ensuring each egg is fully incorporated.
Pour 1 cup of the batter into a small bowl; stir in red food coloring until fully incorporated and no color streaks appear. Pour another cup of the batter into a separate bowl; stir in blue food coloring until fully incorporated and no color streaks appear.

Bake cake for 30 minutes or until toothpick inserted into cake comes out clean. Allow cake to cool completely.
Meanwhile, prepare frosting by creaming butter, frosting packet, and powdered sugar. Add wine and continue mixing.
Pour 1/3 of frosting into a separate bowl. Add red food coloring and stir until fully incorporated and no color streaks appear. Pour 1/3 of frosting into a separate bowl. Add blue food coloring and stir until fully incorporated and no color streaks appear.
Invert cooled cake onto a cake plate. Drizzle white, red, and blue frostings over cake. Let cake stand at room temperature until frosting is set before serving. Enjoy!
